CELPIP vs CAEL: which Paragon test do you actually need?
CELPIP and CAEL are both made by Paragon, but they are not interchangeable: CELPIP-General is for immigration, CAEL is for college and university admission. Formats, fees, scores and who accepts each.

CELPIP and CAEL come from the same company — Paragon Testing Enterprises — and are sat at many of the same test centres, which is why people mix them up. They answer different questions. CELPIP-General proves everyday English for immigration: Express Entry, provincial nominee programmes, citizenship. CAEL proves academic English for admission to Canadian colleges and universities. Book the one the organisation reading your result asks for; one does not substitute for the other.
The short answer
- Applying for permanent residence or citizenship → CELPIP-General (or LS for citizenship only). IRCC does not list CAEL among its accepted tests for Express Entry.
- Applying to a Canadian college or university → whichever test the institution lists. Many accept CAEL, and some also accept CELPIP-General — check the admissions page.
- Doing both — studying now, applying for PR later → usually two tests, because academic admission and immigration each want their own accepted result.

Why the format difference matters
CELPIP tests each skill on its own: a Listening section, then Reading, then Writing, then Speaking, each with its own tasks and clock. CAEL is integrated — the reading and lecture you work through become the material for the writing and speaking tasks that follow, the way a university assignment works. Someone strong in everyday conversation but less practised with academic texts will usually find CELPIP more comfortable; someone who has already studied in English at university level may find CAEL's academic topics familiar.
What happened to CAEL for study permits?
CAEL used to matter for the Student Direct Stream, a faster study-permit route that required a language test and accepted CAEL among others. IRCC closed the Student Direct Stream on 8 November 2024, and the regular study-permit stream does not require a language test result. Today CAEL's role is almost entirely academic admission: the college or university asks for it, not IRCC.
When one test could cover both
If your college or university accepts CELPIP-General, one CELPIP result can serve both admission and a later permanent-residence application — provided it is still valid when you apply, since IRCC wants results less than two years old. That only works if the institution lists CELPIP; many list only academic tests. Check the admissions requirements before assuming, because a CELPIP result that the school does not accept is no help for admission, and a CAEL result is no help for Express Entry.
Preparing
The two tests reward different practice. For CELPIP, practise the real task types under the timer: audio that plays once, emails and survey responses in 150–200 words, and eight short recorded speaking tasks. For CAEL, practise taking notes on a lecture and then writing and speaking about it. Paragon publishes free practice material for both on their official sites.

Is CAEL accepted for Canadian permanent residence?
No. IRCC's accepted English tests for Express Entry are CELPIP-General, IELTS General Training and PTE Core. CAEL is an academic admission test.
