CELPIP vs PTE Core: which English test is better for Canadian PR?
CELPIP-General and PTE Core are both accepted by IRCC for Express Entry and citizenship. Format, length, fees, scoring and the official CLB conversion for PTE Core — and who does better on each.

Both tests do the same job: IRCC accepts CELPIP-General and PTE Core for Express Entry and the other economic programmes, and both for citizenship. Neither is easier in the abstract. They test English in very different formats, and most candidates find one of the two formats noticeably kinder to them. This guide sets out the differences that decide it.

The biggest difference: what the tasks feel like
CELPIP is built from everyday situations. You answer emails and survey questions, listen to conversations and a news report, and speak for 60 to 90 seconds at a time — describing a scene, giving advice, making a case. Each skill is its own section, and each task is a complete, natural piece of communication.
PTE Core is built from short, fast, integrated tasks. Many take seconds rather than minutes — reading a sentence aloud, repeating a sentence you hear, describing an image, filling gaps, writing what you hear — and several tasks contribute to more than one skill score at once. A good score depends heavily on pace, consistency and fluency under a tight clock, and on knowing exactly how each task type is scored.
Who tends to do better on CELPIP
- People who think in whole sentences and ideas, and do well when there is time to organise an answer.
- People comfortable with everyday Canadian situations — work, housing, community — rather than drill-style tasks.
- People who want a simple conversion: the level on the report is the CLB level.
- People who speak well in longer turns but find rapid repeat-and-read-aloud tasks stressful.
Who tends to do better on PTE Core
- People who are fast and consistent, and who prefer a shorter test.
- People who are confident with templates and respond well to learning exactly how each task is scored.
- People who have prepared for PTE Academic before — the task types are closely related.
- People who find three hours of sustained concentration harder than two hours of quick tasks.
PTE Core scores to CLB: IRCC's official table
PTE Core does not map one to one. IRCC publishes a range of PTE Core scores for each CLB level, and the ranges are different for every skill. The table below is IRCC's conversion.

Read the Writing column carefully. CLB 9 in Writing needs 88 or 89 on PTE Core and CLB 10 needs a perfect 90, so the top of the Writing scale is very narrow. Speaking at CLB 9 needs 84–88. Candidates targeting CLB 9 across all four skills — the level that makes most Express Entry profiles competitive — should check which test's conversion suits their strongest and weakest skill.
For citizenship
Citizenship applicants aged 18 to 54 need CLB 4 in listening and speaking. On PTE Core that means at least 28 in listening and 42 in speaking. On CELPIP it means level 4 in both, and CELPIP-General LS — the listening-and-speaking-only version — is shorter and cheaper if citizenship is the only purpose.

- Notice which one felt like it let you show your English, not just your speed.
- Check the conversion for your weakest skill: if Writing is your weak point, the narrow top of PTE Core's Writing range matters.
- Book the one that suited you, and practise only that format — switching between them splits your preparation.

Is PTE Core accepted for Canadian PR?
Yes. IRCC accepts PTE Core for Express Entry and its other economic programmes, alongside CELPIP-General and IELTS General Training. It is also accepted for citizenship.
Is PTE Core easier than CELPIP?
Neither is easier for everyone. PTE Core is shorter with fast, integrated, automatically scored tasks; CELPIP is longer with fuller everyday tasks in four separate sections. Most candidates find one format clearly suits them better.
What PTE Core score equals CLB 9?
Per IRCC: reading 78–87, writing 88–89, listening 82–88 and speaking 84–88. On CELPIP, CLB 9 is simply level 9 in each skill.
What PTE Core score is CLB 7?
Per IRCC: reading 60–68, writing 69–78, listening 60–70 and speaking 68–75.
What PTE Core score do I need for citizenship?
At least 28 in listening and 42 in speaking, which is CLB 4 — the citizenship requirement for applicants aged 18 to 54.
