CELPIP score to CLB is 1:1 — CELPIP 9 = CLB 9. Full chart for levels 1–12, what CLB 4, 5, 7, 9 and 10 unlock for immigration, and how to read your report.

Your CELPIP score is your CLB level. CELPIP-General reports a level from 1 to 12 for each of the four skills, and each level maps one-to-one onto the Canadian Language Benchmark (CLB) that IRCC uses: CELPIP 7 is CLB 7, CELPIP 9 is CLB 9, CELPIP 10 is CLB 10. No rounding, no averaging, no table to memorise. The only oddity is at the bottom of the scale, where CELPIP 2 covers CLB 1 and 2, and CELPIP 0 or 1 means there was not enough evidence to assign a CLB.
What people get wrong is not the conversion. It is what each CLB level unlocks, and how the four separate skill scores interact when IRCC counts them. Below: the full chart with official descriptors, the immigration thresholds that matter (checked on canada.ca), and how to read a score report.
CELPIP to CLB conversion chart (levels 1–12)
This is the mapping Paragon Testing Enterprises publishes on its results page, with its descriptor for each level. It applies to every skill: Listening, Reading, Writing and Speaking are each reported on the same 1–12 scale.
- CELPIP 12 = CLB 12 — Expert proficiency in high-stakes social, educational, or workplace contexts
- CELPIP 11 = CLB 11 — Advanced proficiency in high-stakes social, educational, or workplace contexts
- CELPIP 10 = CLB 10 — Highly effective proficiency in some high-stakes contexts
- CELPIP 9 = CLB 9 — Effective proficiency in some high-stakes contexts
- CELPIP 8 = CLB 8 — Good proficiency in more demanding contexts
- CELPIP 7 = CLB 7 — Adequate proficiency in somewhat demanding contexts
- CELPIP 6 = CLB 6 — Developing proficiency in everyday contexts
- CELPIP 5 = CLB 5 — Acquiring proficiency in everyday contexts
- CELPIP 4 = CLB 4 — Adequate proficiency for daily life activities
- CELPIP 3 = CLB 3 — Some proficiency in limited contexts
- CELPIP 2 = CLB 1 or 2 — Limited ability in contexts related to immediate needs
- CELPIP 1 or 0 = no CLB — Insufficient information to assess
The same page lists a rough CEFR equivalent (CLB 7–9 in B2, CLB 10–11 in C1, CLB 12 in C2). IRCC does not use CEFR, so treat that as context only.
What each CLB level unlocks for immigration
The thresholds below were checked on canada.ca in August 2026. Programs change, so confirm the current requirement on the official page before you book or submit a profile.
CLB 4 — Canadian citizenship (speaking and listening)
If you are 18 to 54, you must prove you can speak and listen at CLB 4 or higher in English or French when you apply for citizenship. IRCC accepts CELPIP-General or CELPIP-General LS with a 4 or higher in Listening and Speaking; Reading and Writing are not assessed. CLB 4 is also the Reading and Writing minimum for the Federal Skilled Trades Program.
CLB 5 — trades, TEER 2–3 Canadian experience (provincial streams vary)
CLB 5 in all four abilities is the minimum for the Canadian Experience Class if your job is NOC TEER 2 or 3. The Federal Skilled Trades Program asks for CLB 5 in Speaking and Listening (and CLB 4 in Reading and Writing). Provincial Nominee Program streams set their own language minimums — canada.ca says plainly that each province and territory has its own requirements — so check the stream you want on the province's site rather than assuming a number.
CLB 7 — Federal Skilled Worker and TEER 0–1 Canadian experience
CLB 7 in all four abilities is the minimum for the Federal Skilled Worker Program, and for the Canadian Experience Class if your job is TEER 0 or 1. It is also where CRS 'skill transferability' points switch on: with CLB 7 or more on all four abilities (one or more under 9), language combined with a post-secondary credential or with foreign work experience earns up to 25 points per combination.
CLB 9 — the skill-transferability jump
CLB 9 or more on all four abilities doubles those combinations to up to 50 points each. In core language points, a single-applicant CLB 9 is worth 31 per ability against 23 for CLB 8 and 17 for CLB 7. Because transferability needs all four at 9, one skill stuck at 8 costs far more than one level's worth of points — which is why so many candidates retake for a single skill.
CLB 10 — maximum core language points
CLB 10 or more is the top band in the CRS first-official-language table: 34 points per ability without a spouse (136 maximum) or 32 with a spouse (128 maximum). CELPIP 11 and 12 earn nothing extra in CRS, and the Federal Skilled Worker grid also caps at 'CLB 10 and above'. For Express Entry, 10-10-10-10 is the ceiling that matters.

CRS point values and program minimums are set by IRCC and can change. The figures above match canada.ca's CRS criteria grid and Express Entry language page on 2026-08-19. Re-check the official pages, and use the official CRS tool, before you commit to a target.
Per-skill scoring: why the four numbers are never averaged
Express Entry, the Federal Skilled Worker grid and citizenship all look at each ability separately. There is no overall CELPIP score. L10, R10, W7, S9 is not 'about CLB 9' — it is CLB 7 for Writing, and every rule that says 'all four abilities' treats you as CLB 7. Your weakest skill sets your level.
How each skill is scored also differs, and that affects how you should prepare:
- Listening and Reading are multiple-choice, scored by computer, right or wrong, with blanks counted as wrong. Raw scores are equated across test forms, converted to a scaled score, then to a CELPIP level.
- Paragon's approximate charts (out of 38 items): Listening level 9 is roughly 33–35 correct, level 7 roughly 27–31; Reading level 9 roughly 31–33, level 7 roughly 24–28. Cuts vary slightly by form, so these are guides, not guarantees.
- Speaking is rated by three to five trained raters on four dimensions: Content/Coherence, Vocabulary, Listenability and Task Fulfillment.
- Writing is rated by four to six raters on Content/Coherence, Vocabulary, Readability and Task Fulfillment.
- Re-evaluation is available for six months after the test for a fee, refunded if the level changes — but Paragon notes it is unlikely to change computer-rated Listening or Reading.
Two consequences. In Listening and Reading, a couple more correct answers can be the difference between 8 and 9. In Speaking and Writing, the level comes from rubric dimensions, so the fastest way up is to find which dimension is dragging you down rather than practising more prompts blind.

Scores appear in your CELPIP account within 2–4 business days, and the Official Score Report downloads as a PDF (hard copies have been discontinued). This is what you submit to IRCC, so know what you are looking at:
- Four CELPIP levels, one per skill. These are your CLB levels — nothing to convert.
- A descriptor next to each score (for example, 'Effective proficiency in some high-stakes contexts' for a 9). IRCC reads the number, not the words.
- The test date. For Express Entry, results must be less than two years old both when you complete your profile and when you submit your permanent residence application; Paragon keeps scores viewable online for two years from the test date.
- 'NA' against a skill means that component was not administered — what a CELPIP-General LS report shows for Reading and Writing. Express Entry requires CELPIP-General.
Compare the report to a requirement skill by skill: write the minimum each programme needs per ability, put your four numbers beside them, and the gap is obvious. In Listening or Reading you are usually a handful of questions away; in Writing or Speaking, work out which rating dimension is the bottleneck.

How does a CELPIP score convert to CLB?
One-to-one. What CLB level do I need for Canadian citizenship?

What CLB do I need for Express Entry?
It depends on the program. The Federal Skilled Worker Program needs CLB 7 in all four abilities. The Canadian Experience Class needs CLB 7 for NOC TEER 0 or 1 jobs and CLB 5 for TEER 2 or 3. The Federal Skilled Trades Program needs CLB 5 in Speaking and Listening and CLB 4 in Reading and Writing. You must take CELPIP-General (not LS), and results must be less than two years old when you complete your profile and when you apply.
Why is CLB 9 such a big deal in the CRS?
CLB 9 on all four abilities unlocks the higher tier of skill-transferability points: up to 50 points for language combined with education, and up to 50 for language combined with foreign work experience, versus 25 each at CLB 7–8. Core language points also rise from 23 per ability at CLB 8 to 31 at CLB 9 for a single applicant. Because it requires all four abilities, one skill at 8 blocks the whole tier.
Is there any benefit to scoring CELPIP 11 or 12 instead of 10?
Not in Express Entry points. The CRS first-official-language table tops out at 'CLB 10 or more' (34 points per ability without a spouse, 32 with), and the Federal Skilled Worker grid caps at 'CLB 10 and above'. Levels 11 and 12 look good on the report but earn nothing extra.
